Beach Pollution on Sri Lankas prestine southern coast

I have been living in the south of Sri Lanka close to this bay (its somewhat a cove) but after heavy rains it always gets as polluted as in the picture. I suspect there is a storm drain that flushes this rubbish into the bay but my local neighbors say that it is just the currents. I frankly doubt this as it is always after heavy rain falls and there is said one by one meter storm drain that runs down to this beach from the small town.

I am looking to start a community project to either install some sort of netting to stop this inflow of garbage or engineer a float that can be be anchored in the shallow bay and act as a trash trap during rainy monsoon months.

Has anybody else done similar things? Are there any engineering drawings out there to start a design process. I was some inexpensive river floats that Benioff has supported in Vietnam could we install something similar in our bay?
